Page contents Page contents Conditions Third-country nationals who intend to stay in the Republic of Croatia for the purpose of research shall regulate their temporary stay status for the purpose of research.The researcher must have a hosting agreement and fulfil general conditions for residence (to have valid travel documents, means of support, health insurance, must not pose a threat to public security, public order and public health).A temporary stay permit for the purpose of research can be issued with a period of validity of one year or for the duration of the hosting agreement, if shorter, and a temporary stay permit for researchers covered by Union programmes or multilateral programmes that comprise mobility measures can be issued with a period of validity of up to two years.MobilityShort term mobilityA researcher who has concluded a hosting agreement in an EEA Member State on the basis of which he/she has been granted a residence permit in that state may, for the purpose of research, work in the Republic of Croatia on the basis of short-term mobility without a temporary stay permit for the purpose of research, a stay and work permit, or a work registration certificate for up to 180 days in any 360-day period. When registering his/her short-term stay, the researcher must inform the competent police administration or police station according to his/her place of stay about his/her intention to stay in the country.Long-term mobilityIf a researcher who has concluded a hosting agreement in another EEA Member State, on the basis of which he/she has been granted a residence permit in that state, wishes to work in the Republic of Croatia on the basis of long-term mobility for the purpose of research for more than 180 days, he/she has to regulate temporary stay for the purpose of research on the basis of long-term mobility and enclose a valid residence permit issued by another EEA Member State and a hosting agreement concluded with a research organisation in the Republic of Croatia. Procedures Where and how to applyThe application for the issuance of a temporary stay permit for the purpose of research may be submitted either: at a diplomatic mission or a consular post of the Republic of Croatia in the country of origin, orat a police administration or a police station according to the third-country national’s intended place of stay, on the territory, if the third country national is legally present (including short-term visa).FeesThe administrative fee for procedure for granting temporary stay is EUR 46,45. The cost for issuing a biometric residence permit (in the form of a card) is EUR 31,85 for the normal procedure or EUR 59,73 for the accelerated procedure. An additional fee of EUR 9,29 should be added when issuing a biometric residence card, both for the normal and accelerated procedure.Documents requiredThe application should have enclosed:a copy of the third-country national’s valid travel document,a colour photograph (30x35 mm),evidence that during the stay the researcher will have sufficient resources to cover subsistence costs (including travel costs),proof that they have not been convicted by a final ruling of any criminal offences in their home country or a country where they resided for more than one year immediately prior to arriving in the Republic of Croatia (for first permit, dully legalised. In case of mobility from EEA, this is not required),evidence of heath insurance,a hosting agreement,if the third-country national is a minor, present a parental authorisation or an equivalent document for the planned stay.Further requirementsThird-country nationals must not be subject to an entry and stay ban in the Republic of Croatia and must have no alert been issued in SIS for the purpose of banning their entry. Third-country nationals must not be considered a threat to public policy, national security or public health.Duration of validity of permitsA temporary stay permit for the purpose of research shall be granted for the period of one year, and a temporary stay permit for researchers covered by Union programmes or multilateral programmes covering mobility measures shall be issued with a validity period of up to two years.Conditions for renewalThe application for the approval of the extension of the temporary stay permit must be submitted at a jurisdictional police administration/station according to the place of residence, no later than 60 days before the expiry of the validity of the existing temporary stay permit. A third-country national who has applied for the extension of a temporary stay permit before the expiry of the valid temporary stay permit may remain in the Republic of Croatia until the decision on his/her application becomes enforceable.AppealsNo appeal shall be admissible against the decision of the Ministry.However, an administrative judicial dispute may be instituted against all decisions (first application, family reunification, non-renewal or revocation) in line with the Act on Administrative Disputes, Official Gazette, 20/10, 143/12, 152/14, 94/16, 29/17 and 110/21. All written negative decisions shall include instructions on the legal remedy that shall inform on the possibility to lodge an administrative judicial dispute against the decision, before which body, in what time limit and in which manner.Which are the competent courts?Administrative courts (Administrative court in Zagreb, Administrative Court in Split, Administrative court in Rijeka, Administrative court in Osijek).What are the timelines for making use of the dispute procedures?In line with the Act on Administrative Disputes, Official Gazette, 20/10, 143/12, 152/14, 94/16, 29/17 and 110/21, the administrative dispute shall be submitted to the court within 30 days after the delivery of the written individual decision (first application, family reunification, non-renewal or revocation), if not otherwise prescribed.Further informationThe biometric residence permit (card) is issued only on the territory of the Republic of Croatia, in a competent police station/police administration.If a third-country national requires a visa to enter the Republic of Croatia after the temporary stay was granted, he/she needs to apply for a long-term visa (visa D) in a diplomatic mission/consular office of the Republic of Croatia, or it may be issued by a diplomatic mission, namely the Consulate office of another State with which the Republic of Croatia has concluded a visa representation agreement.3 days after the entry into the territory, the third-country national needs to register a short-term stay and provide his/her address in a police station/police administration.Third-country nationals will be invited to give biometric data in a police station/police administration once on the territory of Croatia in order to be issued with a biometric residence permit (within 30 days after the issuance of D-visa).Relevant legislative act: The Aliens Act (Official Gazette, Number: 133/20, 114/22, 151/22) -English versionOrdinance on the Status and Labour of third-country nationals in the Republic of Croatia (Official Gazette, Number: 20/2022, 155/22). Rights Researchers shall have the rights equivalent to those of Croatian citizens with regard to the following: 1. working conditions, including the salary and termination of a contract of employment, as well as safety requirements at the workplace, 2. freedom to organise in trade unions and be members of trade unions or any other professional organisation, as well as the rights and benefits conferred by those organisations, including the right to collective bargaining and to conclude collective agreements, 3. general and vocational education, 4. recognition of educational and professional qualifications, 5. branches of social security, as defined in Regulation (EC) No 883/2004, 6. tax benefits, in so far as the worker is deemed to be resident for tax purposes in the Republic of Croatia, 7. access to goods and services and the supply of goods and services made available to the public, including the procedures for granting subsidised accommodation in line with the special legislation governing these areas, without prejudice to the freedom of contract in accordance with Union law and the law of the Republic of Croatia, 8. advice services afforded by public employment offices.Researchers moving to a third country or their surviving dependent family members staying in a third country on whom those rights are transferred shall receive, in respect of their age, disability and death, pensions on the basis of the previous employment of those persons acquired in line with the legislation referred to in Article 3 of Regulation (EC) No 883/2004 under the same conditions as those applicable to the citizens of the Republic of Croatia when moving to a third country.Employment during researchA researcher who has been granted a temporary stay for the purpose of research can teach without an additional residence and work permit. A researcher can teach at a research facility that hosts him/her, which can determine the maximum number of hours or days of teaching.Stay and employment after researchAfter the completion of research, researchers have the possibility to stay on the territory, based on the residence permit, for a period of one year and renewable for one more year in order to seek employment or set up a business.Change of statusFor every change of status, third-country nationals must, before the expiry of validity of a residence permit, submit a new application for a stay and work permit or for a residence permit on grounds as prescribed in legislation.Family membersA family member of a researcher can join the researcher in the first Member State or, in the case of long-term mobility, in the second Member State. The family member can obtain a temporary stay with the purpose of family reunification in accordance with the conditions as stated on the ‘Family members’ page. If submitted at the same time, the applications will be simultaneously decided.A family member who has been granted a temporary residence for the purpose of family reunification may be employed in the Republic of Croatia without the stay and work permit or certificate of work registration.Long-term residenceLong-term residence may be granted under general rules for long-term residence. Mobility If you have a permit/visa for research in an EU country, you may conduct research and teach in the Republic of Croatia if you fulfil certain requirements. If the duration of your stay in the Republic of Croatia is shorter than 180 days in a 360-day period, you are subject to short-term mobility rules. If the duration of your stay in the Republic of Croatia is longer than 180 days, you are subject to the rules governing long-term mobility. Short-term mobilityA researcher who has concluded a hosting agreement in an EEA Member State on the basis of which he/she has been granted a residence permit in that state may carry out part of their research in any research organisation in the Republic of Croatia for up to 180 days in any 360-day period. When registering his/her short-term stay, the researcher must inform the competent police administration or police station according to his/her place of stay about his/her intention to stay in the country.Documents requiredThe researcher will enclose:a written notice stating the length of stay,a residence permit from another EEA Member State,a hosting agreement concluded in another EEA Member State.A certificate of mobility will be issued. The family member will inform the competent police administration or police station by the place of residence about his/her intention to reside in the Republic of Croatia when registering for a short stay. When registering for a short stay, the researcher's family member will submit a written notice stating the length of stay and attach a residence permit from another EEA Member State, as well as proof that he/she is a member of the family.Long-term mobilityIf a researcher who has concluded a hosting agreement in another EEA Member State, on the basis of which he/she has been granted a residence permit in that state, wishes to work in the Republic of Croatia on the basis of long-term mobility for the purpose of research for more than 180 days, he/she has to regulate temporary stay for the purpose of research on the basis of long-term mobility and enclose a valid residence permit issued by another EEA Member State and a hosting agreement concluded with a research organisation in the Republic of Croatia.Application procedureThe application for temporary stay for research on the basis of long-term mobility is to be submitted to a competent police administration/station.
