The report covers major obstacles in the ongoing transition to open access and highlights critical priorities. The paper also outlines OASPA's proposed role in enabling diverse stakeholders to work through uncertainty and co-create a fully open future. It was great to join #OASPA2025 after almost a decade since my last conference with this community 😳 It’s great to hear how conversations have moved on from making authors aware of Open-Access and changing perceptions that OA publishing is a career risk, to a completely different set of challenges scholarly communications face in shifting from already being mainstream at 50% – all the way to 100% OA scholarly publishing. Whilst we started by looking at the influence of geopolitical uncertainty on scholarship, Caroline Edwards called on all not to let a good crisis go to waste! And there certainly are signs to be hopeful: * the success of the movement so far – with half of research publishing being OA already * libraries, vulnerable as they are to the uncertainty, are making strides in moving the agenda forward and repurposing resources for more open access publishing, especially finding ways to make OA books work * interest indicated by the presence of funders. Pioneering science fudning organisations take ownership of their part of the story and make their visions and agendas clear. Some of the old concerns persist. We’ve heard from Professor Wei Yang (Zhejiang University, NSFC, CAST & CAS) that in some circles OA may still be associated with deceptive publishing. Also – in the increasingly uncertain political and economic landscape, some of the old unresolved grievances about business models continue to divide the community, and multilingualism still struggles against the hegemony of English in communications across disciplines. Hannah Hope tied many of the threads by exploring the very definition of what open access means and the role of funders in achieving it. She pointed to the recent 3D interpretation of OA offered by OASPA, which considers equitable access to all scholarly content, for and from all scholars, and inclusive of all ways of knowing. I particularly like Malavika Legge's elephant(s) in the room depicting how for diverse and truly open-access publishing one size doesn’t fit all and examining what open access means.
