📚☀️ From the EU Finance News Hub summer reading list: Youth policy dialogue Earlier this year, Commissioner Maria Luís Albuquerque brought together 15 young Europeans from across the EU for a Youth Policy Dialogue on money management and financial literacy. The discussion highlighted a clear message: financial education needs to be more accessible, inclusive, and practical. Participants called for stronger financial literacy in schools and workplaces, free EU-wide learning resources, and targeted efforts to address gender and socioeconomic gaps. The conversation also explored how to encourage young people to invest, while tackling challenges posed by digital finance – from the risks of "buy now, pay later" schemes to the influence of social media and "finfluencers." At the same time, participants recognised the potential of digital tools to make financial education more engaging and accessible. Commissioner Albuquerque welcomed the insights, reaffirming that young people's perspectives will help shape future EU initiatives on financial literacy and investment. The European Commission has further clarified how EU countries could benefit from flexibility under EU fiscal surveillance for measures that strengthen energy resilience and accelerate the transition away from fossil fuels.⚡ Under the EU fiscal rules, a national escape clause allows Member States, upon their request, to deviate from the normal fiscal requirements in the event of exceptional circumstances. In the #EuropeanSemester Spring Package 2026, the Commission had opened the possibility for EU countries to request an extension of the scope of the current National Escape Clause for defence so that it can also cover energy security measures. This responds to the continued conflict in the Middle East and reflects the recognition that Member States may face significant upfront fiscal costs when accelerating investments that are essential to Europe’s long-term energy security. This flexibility is targeted ➡️ only measures that make a direct contribution to speeding up the energy transition, helping households and businesses reduce their dependence on fossil fuels, and advancing decarbonisation will be eligible. What could these initiatives look like? 🔌 Supporting investment in electricity grids 🔋 Expanding clean energy storage, including batteries 🚗 Investing in EV charging infrastructure 🏡 Supporting households to use renewable energy and promoting energy savings 🌱 Increasing clean energy capacity Member States are now invited to submit requests to extend the scope of their National Escape Clause, along with an initial list of planned energy security measures and their estimated budgetary costs. ℹ️ 𝐂𝐨𝐫𝐫𝐞𝐜𝐭𝐞𝐝 #𝐂𝐁𝐀𝐌 𝐝𝐞𝐟𝐚𝐮𝐥𝐭 𝐯𝐚𝐥𝐮𝐞𝐬 Commission Implementing Regulation (EU) 2026/1740 has introduced targeted corrections to a limited number of CBAM default values. For importers, default values play an important role when actual verified emissions data is not available, or when importers choose to use default values. They determine the embedded emissions of imported CBAM goods and support the calculation of the number of CBAM certificates to surrender. ℹ️ The corrections include: ✔️ adjustments to certain production route indicators ✔️ corrections to values affected by transcription errors or omissions ✔️ clarifications on the calculation of default values, including mark-ups ✔️ more specific classifications of selected cement products using TARIC codes These targeted corrections will help to improve accuracy and facilitate CBAM implementation. 🔎 𝐖𝐚𝐧𝐭 𝐭𝐨 𝐤𝐧𝐨𝐰 𝐦𝐨𝐫𝐞? 📢 New #CBAM TARIC codes for the cement sector A technical update with an important purpose: making decarbonisation efforts visible at the time of import. 🌱 ℹ️ From now on, cement clinker and hydraulic cements will no longer have single CN codes. Instead, they are split into separate TARIC codes to better reflect differences in embedded emissions ⤵️ 🔹 2523 10 00 10 – White clinker 🔹 2523 10 00 90 – Other clinker (inc. grey clinker) 🔹 2523 90 00 10 – White hydraulic cement 🔹 2523 90 00 90 – Other hydraulic cements (inc. grey hydraulic cements) ℹ️ The new TARIC codes mirror the approach taken for the CBAM default values and CBAM benchmarks to be applied. By improving the visibility of different goods, the update supports a more accurate reflection of embedded emissions and strengthens the effective implementation of CBAM. 📅 The new TARIC codes have been published on 31 July 2026 and apply from 1 January 2026. The amendment was introduced through Commission Implementing Regulation (EU) 2026/1740.
