💶 It’s #InternationalEqualPayDay The design of the next euro banknotes has not yet been decided. But what if transparency could be part of the design? Pay transparency is an important tool for addressing the gender pay gap. It can help identify and tackle unjustified differences in pay between women and men doing equal work or work of equal value. New EU pay transparency rules are being implemented across the EU. They will: ✅ Require employers to publish salary ranges in job ads and share pay details with applicants ✅ Provide employees with information on their individual and average pay level ✅ Expose the gender pay gap: companies must report pay gaps annually and prove fairness if pay gaps exceed 5% ✅ Shift the burden of proof: if discrimination is suspected, employers must prove fairness, not workers Transparency can help make equal pay a reality, not just a principle. 🇪🇺 Europe should be fair, just as well for a nurse, a builder or a truck driver crossing a border for work But today, that is not always the case. 🔹A truck driver can still need paper documents to prove social security coverage. 🔹An engineer can wait months for a qualification to be recognised. 🔹An employer spends time and money to understand which legislation is applicable in another country. 🔹A non-EU national can spend months to get its title recognised and work in Europe. Public administrations lose money due to frauds and rules’ circumvention. Today, with the Fair Labour Mobility Package, we are taking action to change that. This package will make a difference in the lives of each European with a qualification from secondary school to PhD. Qualifications will become digital and easier to use across borders. 📌 Concretely, main changes are: 🤳EUROPEAN SOCIAL SECURITY PASS (ESSPASS) We fully digitalise the process to request and receive social security documents, including posting PDA1, the European Health Insurance Card but not only: pensions, unemployment, sickness benefits documents. All will move into a mobile phone app and be stored, standardised to be real time verifiable. 🧑🏼🏭 SKILLS PORTABILITY ACT We will digitalise all qualifications from secondary school to PhD. All standardised in a digital app on our mobile phones. No longer need to send scanned copies of your qualifications, no need to get certification of their validity, no need to do check the equivalence of levels. 👷♂️ FASTER MOBILITY OF PROFESSIONALS We create one single interface available in all EU official languages which each citizen can use to apply for recognition of qualifications in every Member State. Thanks to AI, all citizens will be able to upload their documents in any EU language and translation will be automatically provided. We will harmonise all requirements to get qualifications recognised and set a maximum limit. All this will make access to regulated professions everywhere in the EU easier and faster. 🧠 ATTRACTING BEST TALENTS We need to attract the best talent from outside the EU. This means we should not longer have 27 different rules for each member states but common minimum rules for qualification recognition the EU on timelines, right to appeal, adaptation measures and documentation requirements. 💪 A STRONGER EUROPEAN LABOUR AUTHORITY A stronger ELA means stronger cross-border inspections. We will empower ELA with better data analysis capacity (i.e. access to databases) and we propose 27 new seconded national inspectors to ELA. Second, we expand ELA’s mandate to cover third country nationals to better fight labour exploitation and social dumping. Third, we will expand personalised information and counselling for workers and employers. Fourth, we will simplify mediation procedures to resolve disputes between EU countries on labour mobility and social security. This is our #FairLabourMobilityPackage.

Each year, more than 8 million requests are made for documents proving social security rights in cross-border situations. This can still mean long, paper-based procedures and slow coordination between authorities. It’s time to make things simpler. The Fair Labour Mobility Package will make social security documents easier to request, process and verify digitally, making it easier to move while ensuring fair rules and protection for everyone, including those who stay.
